4. Nguồn vốn: Vốn vay Ngân hàng Phát triển Châu Á (ADB).;

5. Hình thức lựa chọn nhà thầu: Đấu thầu rộng rãi quốc tế theo hình thức tuyển chọn trên cơ sở chất lượng và chi phí - QCBS (Quality and Cost Based Selection) theo quy định của Ngân hàng Phát triển Châu Á(ADB).

6. Thời gian và địa điểm phát hành HSMQT: Hồ sơ mời quan tâm được đăng tải trên Hệ thống quản lý tư vấn của ADB (Consultant Management System -http://cms.adb.org) từ ngày 11 tháng 3 năm 2014 đến hết ngày 9 tháng 4 năm 2014 (30 ngày). Đồng thời thông tin được đăng tải trên trang mạng của Cục An toàn thực phẩm và báo VietnamNews.

          Nhà thầu có hồ sơ quan tâm đáp ứng yêu cầu sẽ được mời tham gia đấu thầu.

Invitation for Submission of Expressions of Interest (EOI)

 for the

Project Management and Technical Consultant Services (Package QCBS 01 (T1))

1. Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) towards the cost of improved food safety handling in Greater Mekong Sub-region (GMS) trade project. Part of the proceeds of the Loan will be used for the engagement of a reputed consulting firm to support the implementation of the proposed project.
2. The Government of Vietnam now invites reputable consultant firms from ADB’s member countries to provide services for the management and implementation of the project for improved food safety handling in GMS trade.
3. Ministry of Health (MOH) will be the Executing Agency (EA) for the Project. The implementing agency is the Vietnam Food Administration (VFA). Under the project, the following outputs are expected:
   • Output 1: Strengthened Food Safety Surveillance, Handling and Inspection Programs
   • Output 2: Improved Regional Cooperation and Harmonization
   • Output 3: Project Management and Support
4. In order to implement the Project, the VFA will engage the services of a multidisciplinary team of international (31.5 person-months) and national (149 person-months) management and technical consultants. The consulting services are expected to be implemented over a period of 48 months. Outline terms of reference are attached.
5.  The Consulting firms will be selected in accordance with Quality-and-Cost-Based Selection (QCBS) procedures set out in the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (March 2013). Full Technical Proposals (FTP) is required under this RFP and a quality to cost ratio of 80:20 will be applied in evaluating the proposals.
6. Expressions of interest (EOI) should include specific reference to the firm ability to meet the criteria in the summary terms of reference (TOR) in this advertisement. The format template for the EOI is available online at http://www.adb.org/site/business-opportunities/consulting-services/tools-templates/loans and interested consulting firms are required to submit the expressions of interest using this standard template.
